Building a Business Case for FNOL Automation at INSHUR

We supported INSHUR in developing a robust, executive-ready business case and requirements framework to enable the future automation of their First Notice of Loss (FNOL) process.

Overview

INSHUR provides commercial auto insurance to professional drivers operating in regulated, high-volume environments. As part of their claims operations, FNOL (First Notification of Loss) plays a critical role in capturing timely, accurate information following an incident.

 

INSHUR engaged James Chase to provide business analysis expertise to assess the current FNOL process, identify operational limitations, and build a comprehensive business case to support executive decision-making around automation.

 

The engagement focused on clarity, financial justification, and implementation readiness, rather than delivery of the automation itself.

The Challenge

INSHUR’s existing FNOL process was highly agent-intensive, particularly during peak events. High call wait times, repeated questioning, and limited out-of-hours coverage created operational strain and customer frustration.

 

From a strategic perspective, the challenge was not only operational but evidential. There was limited historical data available to support investment decisions, making it difficult to quantify cost, return on investment, or payback periods for automation initiatives.

 

In addition, decisions needed to be made around the scope, sequencing, and role of automation within the FNOL process, including how human agents would interact with any future AI-assisted capability.

 

This combination of operational pressure, data gaps, and strategic uncertainty made the project high stakes for the client.

The Solution

James Chase led a structured discovery and analysis engagement focused on building clarity and confidence for executive stakeholders. We assessed the existing FNOL process end-to-end, identifying inefficiencies, risk points, and scalability limitations.

 

Working closely with client stakeholders through workshops and structured sessions, we developed a detailed options analysis that explored multiple future-state approaches to FNOL automation. Each option was assessed against cost, benefit, risk, and feasibility, enabling informed comparison rather than a single predetermined recommendation.

 

Alongside this, we produced a comprehensive set of business and functional requirements to support any future implementation, ensuring the organisation would be well prepared to move quickly should approval be granted.

The Impact

The engagement provided INSHUR with a clear, evidence-based foundation for decision-making around FNOL automation. The client gained a structured understanding of current process limitations, a clear view of potential solution options, and a set of success measures and requirements that could be used to guide a pilot or phased rollout.

 

Most importantly, the artefacts delivered enabled meaningful executive discussion around investment, risk, and long-term operational impact. INSHUR is now positioned with the clarity and documentation required to introduce automation into their FNOL process in a controlled, measurable way.
